'Bring Chicago Home' votes will be counted, Appellate Court rules

In a ruling that reads as much as a slap on the wrist as a legal opinion, the Appellate Court just reversed a lower court's decision that would have kept the transfer tax question on the March 19 ballot without actually counting the votes.
